Mostly because he constantly brings up how he worked at Microsoft, even if it's not really relevant, or he brings it up in cases where it could be. Presumably this included source code so perhaps he maintained that project- but saying he made it is probably the same sort of stretch as saying he made Space Cadet. But that feature was actually licensed from a Zip Archive tool developer. He says he "Wrote the Zipped folders feature of Windows XP". It's probably a similar story for things like Zipped Folder support. He seems to have drawn back from that claim and now he "ported it to Windows NT". He used to claim he Made Space Cadet Pinball, for example.
